The validity period of the registration of GAS CYLINDER filling shall be five years. Three months before the expiration of the validity period, the gas cylinder filling unit shall submit an application for renewal registration to the original registration unit. Failure to apply within the time limit shall be deemed as automatic abandonment and shall not be engaged in cylinder filling. The specific inspection work during the handling and renewal of registration shall be carried out by qualified intermediary agencies or institutions. 

Requirements for Filling Units:

1. The filling unit shall meet the requirements of the corresponding national standard for the safety and technical conditions of the filling station, strictly implement the relevant provisions of gas cylinder filling, and ensure that the filling quality can be tracked and checked properly, without overloading, without mixing.

2. Before filling the gas cylinder, the filling unit shall have special personnel to check the gas cylinder one by one before filling, confirm the gas in the bottle and make a good record. Gas cylinders manufactured by units without manufacturing licenses and imported gas cylinders not approved by safety supervision institutions are not allowed to be filled, and it is strictly prohibited to fill overdue and uninspected gas cylinders and modified gas cylinders.

3. The gas cylinder filling unit must paste the warning label and filling label in accordance with the national standard GB 16804 "Gas Cylinder Warning Label" on each gas cylinder.

4. Gas cylinders belonging to one of the following conditions should be dealt with first, otherwise it is strictly prohibited to be filled:

   a. The steel mark and color mark do not meet the requirements, and the medium in the bottle is not confirmed.

   b. The accessories are damaged, incomplete or non-conforming; There is no remaining pressure in the bottle.

   c. Exceeding the inspection period.

   d. After visual inspection, there is obvious damage and further inspection is required.

   e. Oxidized or strongly oxidized gas cylinders stained with grease.

   f. The first filling of flammable gas cylinders or the first filling after regular inspection, without displacement or vacuum treatment.

5. The filling of liquefied gas must comply with the following provisions:

   a. The reinspection system of filling quality by bottle is implemented, and excessive filling is strictly prohibited.

   b. The weighing should be accurate, and the maximum weighing value should be 1.5-3.0 times of the usual weighing.

   c. It is strictly prohibited to fill directly from LPG storage tanks or tankers to gas cylinders, and it is not allowed to pour gas directly from bottle to bottle.
