The State shall implement a qualification identification system for the transportation of hazardous chemicals. No hazardous chemicals shall be transported without qualification identification.

Drivers, crew members, stevedores and escorts transporting hazardous chemicals must understand the nature and hazardous characteristics of the hazardous chemicals transported, the functional characteristics of packaging containers and emergency measures in case of accidents. When transporting hazardous chemicals, necessary emergency handling equipment and protective articles must be equipped.

Where hazardous chemicals are transported by road, the shipper can only entrust a transport enterprise with the qualification for the transport of hazardous chemicals.

Transporting hazardous chemicals by road must be equipped with escorts, and at any time under the supervision of escorts, may not overload, overload, and may not enter the area where the transport of hazardous chemicals vehicles are prohibited; If it is necessary to enter the prohibited area, it shall report to the local public security gate in advance, and the public security department shall designate the driving time and route for it, and the transport vehicle must comply with the driving time and route prescribed by the public security department.

No unit or individual may post or carry dangerous chemicals in the mail, and may not post dangerous chemicals by concealing or falsely reporting them as ordinary articles.

Transportation of hazardous chemicals by railway or air shall be carried out in accordance with the relevant provisions of the railway and civil aviation departments under The State Council.
